Because it's the same password that's been used on this site for pretty much everything for years. Do a search.

Pretty much.

1. Buy really cheap untargeted traffic.
2. Use an ad rotator to show them a high converting offer
3. Hope someone buys.

I saw this method discussed last year on a forum devoted to paid traffic. Someone spent $100 per day for nearly a year trying to make this work with no success. That's the problem with untargeted traffic.

But anything's possible, I suppose.
