I went over it, it's about list building and making commissions promoting CPA offers, of course they push their website.

You actually have to spend lots of additional money, like get their AR, get a tracking account, get traffic and all this costs money - for example the tracking stuff costs $29-$99 per month, one source of traffic is on average $197 for 160-250 clicks...
