Hey Viking, curious what you are referring to?... on-page SEO will never be "outdated" in my opinion, as Google is constantly changing their algorithms to penalize black-hat methods, following the SEO best practices guide Google supplies will almost guarantee you won't lose your PR1 once they come out with their next updates. Buying bulk links or even manually building too many backlinks at once can put you on Google's radar and have your website blacklisted.
