Asking again, does this involve using other peoples real identity like SSN, name, dob for the VCC or paypal or? Because that could be illegal.

The VCC/PayPal is made with real people's bank info and they could get in trouble if google's collection team is on way to recover the spent amount? And google can easily track VPS IP, domain registar to track, correct? Please correct me if I am wrong.

If I own the Money page domain. I make all the adwords account driving traffic to that money page, will that money page domain get ban from google in no time?

e.g. 20 adwords account, mixture of GDN, search, gmail ads, youtube placement google apps etc... All going to www (dot) abc (dot) com... Then all 20 accounts die. I have a new batch of 20 accounts sending traffic to ABC.. then it repeat again and again.. Will ABC be a flag by google? Whenever I setup a compaign, it will be flag?
I would suspect Google to flag that money domain name at some point. (sooner rather than later),
