1. I think you can start immediately

2. First week is your personal tweaking and gathering initial audience if you don't have any yet. First month earning is always the lowest because you are warming up your channel.

3. It's safe but illegal, the video can be in the channel for normal upload but not the live streaming (somehow I seen this question before)

4. VPS and old YouTube account

Anyway, the first time you try this method you'll see a trouble but let me assure you there won't be any strike.

When this happens you'll need to tweak, the error can come from even the littlest thing.

It honestly work with song or music niche but you have to compete with the original artist's channel which I find really annoying.

Well that's optional investment for the VPS but the YT channel it sort of recommended for now.
