Thank you, darkweb. I am not sure but I think REP and other privileges are given based on one's status on the forum. If you're relatively new, you may be limited to fewer REPs and may be able to read certain areas of the forum but not others. I think people who share or otherwise contribute will, over time, be granted more community privileges. I have heard from members who wanted to give me more REPS, for example, complain that they ran out. It's the same thing with sending PMs --- I can send a single PM to 200 people at once while others may not be able to do that. These are just a few examples.
