Best is difficult to answer without a lot more information.
Fiction? Non-Fiction? What niche?
Short story/pamphlet or full length book?

However, for the newbie, probably the simplest and easiest to publish on is the Amazon Kindle platform. Tons of how to books out there to help a new author, and lots of them are even free.

The real problem with Kindle is the proliferation of the people coming from places like Warr*****rum with the idea you can outsource everything for a pittance and make a bazillion dollars overnight. Nothing could be farther from the truth.

Writing and publishing books for profit is a long, hard path, but can be quite rewarding for someone that has an interesting story to tell (fiction) or a clear method of explaining the solution to a problem (non-fiction).

Each of the platforms have greatly differing audiences, and are appropriate for quite different topics or niches.

To determine the "best" would require a lot more information.
I'd assume because you asked about eBook, you aren't intending to actually generate a printed book, just a digital file. If you're into PDF as a distribution mechanism instead of one of the ebook reader platforms, you're probably looking at non-fiction or IM topics, and they even have quite different platforms as the "best" depending on the topic and audience.

I agree with rickdayle12's comments.

Since most self-publishing platforms are free, just publish in as many as you can. Once you have your book ready is just a matter of formatting to submit to all of them. Most digital self-publishing platforms accept the epub format, so make sure you get your book properly converted to epub. The rest is just a matter of taking the time to submit.

For print format PDF is what you need.
