Regarding your question, this works like your auto responder.The recipient need to opt in and approve your app to get your notifications. So you cannot be going round spamming people. The key difference between people opting in to be on an email list and people opting in to be in the notification list, is the open rates.

The open rates for an email is on average about 10% to 30%.
The open rate for a FB notification can be up to 90%.

Is it a one click action for the subscriber? How do we motivate them to actually approve the app.Is there any thing specific I need to ask them to do?

The answer would be the same way you get them to opt-in to you normal mailing list. Some ethical bribe. That when they opt-in (ie approve your app), they get free content etc etc.

We approve apps all the time. When you want to access your favourite newspaper apps, we are asked to give our approval. So this approval requirement is no big deal. Its the mobile equivalent of asking people to opt-in to our email mailing list.
