If you get caught with illegal software.. worse case.. you get a fine... unless you selling...
if you get caught with a fone with changed imei... there is NO way out.. you locked up guaranteed...

Software.. there is 100s of excuses that will let you get away with a warning...
A changed imei?? there is NO excuse... its like getting caught with a bag of drugs on the border trying to enter...

so yes.. there is different levels of crime thats getting tolerated.. piracy is one of them atm... its wrong yes.. but tolerable.. to an extend..
Helping someone change their imei.. well its kinda like teaching the neighbours kid how to grow dope...

theft is theft.. not all of us had our hard code being stolen from us.. so most of us think thats still ok to pirate...
but all of us had our fone stolen or lost once or twice.. and we kinda hate the idea of helping in that area...
and no matter what the excuse.. "i picked it up in the parking lot" or "my friend gave it to me"... changed imei = stolen... always.. or at least that fone is involved in a much worse crime...

only legal way to change imei is to replace the chip.. and that aint worth it
A friend of mine was caught with a fone with changed imei... after spending a weekend in jail... he eventually proved that he did not know.. and produced paperwork of where he bought it... he was let go with warning still... but point was he still spend a weekend in jail... innocently... its just not worth it to fck around with a fones imei... rather sell it for scraps or spares....

Bin file is not editable, is generated by the box reading the chip of the pphone.
