Enhancing/sharpening blurry image for police
I need a help from fellow BBHF peeps

I have a very blurry image, and wanted to sharpen the faces, but every online tool I check it does not sharpen the picture.

I need to see clearly faces in order to be recognized.

Long story short, two 13 years old shits damaged my car, police was inform, but the image of 2 of them are far too blurry to be recognized on police imaging data.

Can someone suggest any software, anything to sharpen the image.
Image was screenshot from CCTV.

Appreciate any help

Thanks

RE: Enhancing/sharpening blurry image for police
Ok. Let me take a stab at this.

Short answer. Nothing to do about it if the picture(jpg/png), I am assuming it's a screen capture from a cctv video file, is from the police and they can't even enhance it for you.

From all the hype that Hollywood puts out, everyone believes that it’s a simple act of manipulating a few buttons of the keyboard. The results are super clear magnification of the images where license plates, people’s faces reflections, etc are perfectly clear. In reality, even a little enlargement of the image will cause pixelation and blurred images.

You need to understand that most cctv video quality are not very good unless it's within the last 5 years. Most people and businesses will cheap out and get the bare minimum quality cameras they can get. Most cctv that were installed in the 2000-2010s has picture quality it is grainy at best and at 720p for most. So a screen capture from such a low quality source cannot any enhance any further as there is not much pixel data from the video to enhance with.

You can maybe sharpen the picture or de-noise it a bit with some photo-editing software to improve the quality.

That said. With AI nowadays you can do some AI upscaling where the AI will fill in the missing pixel for a much clearer picture. But if you want faces then it will be the AI that is generating the face for you not the real face from the picture.

In short, the police should have better tools for this unless they cheap out or are unwilling to go through the hassle of getting the procedure done. There is no better option for you.

I include some links below if you want to try some AI upscaler to see the effect and some reading for you to understand better if you are interested.
