Hello! I need help with my PayPal account more precisely I live in a country which is in the third group of counries so I even can't receive money from others to my account. Maybe you know how to solve this problem???

I live n Ukraine..that's why i can only send money from my paypal account but not receive. I heard about VCC but i don't know if it can help me...

Try to have a Virtual Card provided by Payoneer and see if it works, I have the same problem me too :/
I'am waiting that Payoneer validate my account so I can use it to activate my paypal account.

I'll suggest Payoneer, it's a legit solution. You'll get a real prepaid debit card and US bank account in your name all legal.

If you apply for the "US Payment Service" (US bank account to get commission from their selected white list companies only) you can directly get your commission to your debit card from Amazon, Clickbank, Paypal and many more.
They charge a %1 fee when you get paid by paypal, amazon, clickbank etc. Then you can withdraw your money in Ukrain via an ATM. The cost for withdrawing money is $3.15 per withdrawal at the ATM. So it's wise to withdraw the maximum amount the ATM allows, so that your cost per $ reduced -> $3.15/Amount you withdraw will be your cost rate.
